Applies the three suggestions of the review of #375: - The runner's cleanup keeps one entry per key, whatever its scope: a PR run that saves under the shared entry's key evicts it for every PR until the next Monday, and two PRs on the same non-main lockfile evict each other. Added to the list of cold runs. - The cache key also hashes the job's CARGO*/RUST*/CC*/CFLAGS*/CXX*/CMAKE* variables, and ignores the app's own version: changing env: means a cold run until Monday, a release does not. - A Monday restore that fails with a 404 after a quiet week is a known runner race (forgejo/runner#1741), not #234 coming back.
